Michigan has implemented a Graduated Driver Licensing (GDL) program in an effort to cut the alarming number of accidents involving first-time drivers in the state. Under the Michigan GDL program, first time driver’s license applicants are required to achieve certain experience and age related milestones before they obtain an unrestricted driver’s license. obtaining your Level 1 Michigan learner’s permit from the Secretary of State (SOS) is the first milestone under the GDL program. However, you will have to take a written permit test and Driver’s Ed before you are issued with the learner’s permit.

If you are a new Michigan resident and you wish to transfer your out-of-state learner’s permit, you will be required to provide proof that you completed your Driver’s Ed in your previous state and it must meet Michigan’s minimum standards, which are: 6 hours of behind-the-wheel training and 30 hours of classroom instruction. In addition, the Secretary of State office requires that you take the Original Operator License Test.

You must be at least 14 years and 8 months old to enroll in a Driver’s Ed course. The course is divided into 2 segments: segment 1 and segment 2. Segment 1 includes:

  • 24 hours of classroom instruction.
  • 6 hours of behind-the-wheel instruction.
  • 4 hours of observation time in a training vehicle.
  • A test.

Before you proceed to segment 2, you must have held your learner’s permit for more than 3 months. It includes:

  • 6 hours of additional classroom instruction.
  • A test.

If you are a Michigan resident who has completed Segment 1, you will be exempted from taking the written permit test. Your Driver’s Ed test doubles as your learner’s permit test. However, if you just moved to Michigan and you hold an out-of-state Driver’s Ed certificate, you will still need to take the written permit test.  You will be required to pass at least 40 questions and pay a fee of $25.

While preparing for the test, it is recommended that you study the Michigan Driver’s manual. However, you can also take online practice tests which will give you comprehensive knowledge of what will be set in the test.
