Driver’s Permits in North Carolina

The state of North Carolina has a graduated driver’s license (GDL) program for teenagers who are below 18 years old. The graduated driver’s license program involves a number of stages, each with eligibility requirements and driving restrictions. Obtaining a limited learner permit is the first stage in the GDL program.

North Carolina Learner’s Permit

You must be at least 15 years and have completed a Driver’s Ed course to be eligible for a North Carolina limited learner’s permit. To apply, visit your local DMV office in person and submit:
 

  • Your driving eligibility certificate, to prove you have completed a Driver’s Ed course.
  • Two documents that prove your age and identity
  • One document with proof of your Social Security number
  • A completed application form, your parent or legal guardian must sign the form.
  • Pass a written knowledge test
  • Pass a road signs test
  • Pass a vision screening exam
  • Pay the $15 fee, the fee can be paid by money order, check or cash

 
When holding your learner’s permit you should adhere to the following restrictions: You can only drive between 5 a.m. and 9 p.m. for the first six months, all passengers must wear seat belts, you must not use a mobile phone while driving and you must always drive while supervised by a licensed driver who is at least 21 years old.

North Carolina Provisional License

The next step in the North Carolina GDL process after your learner’s permit is getting your provisional driver’s license. The North Carolina Provisional License gives you more freedom, which includes driving without being supervised.

To apply, you must be at least 16 years old, you must have held your learner’s permit for more than one year, you should not have mobile phone violations, seat belt violation or moving violations for the last six months, you must have completed the required 60 hours of driving practice, with 10 hours being at night and you must be accompanied by your parent or guardian to sign the application if you are a minor. You will be required to take and pass a driving test before obtaining your  provisional driver’s license.
