New Mexico Learner’s Permits

The New Mexico Motor Vehicle Division (MVD) implemented the graduated driver license (GDL) program. The GDL program is designed to slowly introduce teens to traffic situations and help them become responsible drivers. If you are 18 years old and below, you will need to enroll in a MVD approved driver’s education program before applying for an instruction permit.

New Mexico Learner’s Permit

You must be at least 15 years old to be eligible for a New Mexico learner’s permit. To apply, visit your local driver’s license office and submit the following documents:

  • A completed  application form, it must be signed by your parent or guardian
  • A certificate of completion or proof of enrolment in a driver education course
  • Proof of identity
  • Proof of Social Security number
  • Proof of New Mexico residency
  • Pass a vision test
  • Pass a written permit test
  • Pay $10 for your learner’s permit application fee

While holding your New Mexico learner’s permit, you are only allowed to drive while being supervised by an adult who is at least 21 years old and has held a valid driver’s license for the last three years.

New Mexico Provisional License

You must meet the following requirements to be eligible for a New Mexico provisional driver’s license. You must be at least 15 ½ years old, you must have held your learner’s permit for more than six months, you must have completed a Driver’s Ed course and have complete the required behind-the-wheel driving practice(50 hours of driving practice, including 10 hours at night).

To apply, visit your local NM MVD office and:

  • Submit your  Driver’s Ed certificate of completion
  • Proof of consent from your parent or guardian
  • A GDL driving log, to prove you have completed the necessary driving practice
  • Pass the MVD driving test
  • Pay the $18 provisional license fee

With your provisional driver’s license, you may not drive with more than 1 passenger under 21 years unless they are family members and you must not drive between 12 a.m. and 5 a.m.

Before you can apply for an unrestricted driver’s license, you must hold your provisional license for more than one year.
