Connecticut Graduated Driver Program

Research shows that vehicle crashes is one of the leading causes of death for those who are between the ages of 15 to 20 years. To combat alarming statistics such as this, Connecticut has implemented the Graduated Driver Licensing (GDL) program to focus on driver safety.

Getting your learner’s permit is the first step to obtaining a Connecticut driver’s license. In this article you will find everything you need to know, from what you need to bring to where you need to go.

Apply for a Connecticut Learner’s Permit

For you to get learner’s permit, you must be at least 16 years. Connecticut has two sets of rules when issuing out a learner’s permit: one for teens ages 16 and 17 years old, and another one for adults who are 18 years and older.

Ages 16 and 17 years

If you are 16 years old or 17 years old visit your local DMV office with:

  • A completed Application for Non-Commercial Learner Permit and/or Driver License (form R-229)
  • Two documents proving your identity (U.S. passport or U.S. birth certificate).
  • Two documents proving Connecticut residency (bank statement).
  • One document proving Social Security number
  • Proof of legal presence in the U.S.
  • A completed Certificate of Parental Consent (form 2D). Only required if your parent/legal guardian does not accompany you to take your learner’s permit test.
  • Payment for your fees: $40 permit test fee and $19 learner’s permit fee.

Ages 18 and Over

If you are18 years or older, you must apply for an adult learner’s permit and hold it for 90 days. You will then be eligible to take the on-the-road skills test.

There are a few exemptions:

  • Active duty military that is stationed out-of-state.
  • Teens that have held a learner’s permit for over 90 days, their permit must have expired when they turned 18 years old.
  • Any US citizen that has held a driver’s license in the past

If none of the exceptions apply to you, you will need to visit your local DMV office with all the requirements in the (ages 16 and 17 years) without the parent consent form. You will also need to pay for your fees: $40 testing fee and $19 learner’s permit fee.
