Arizona Drivers Permit

The Arizona Motor Vehicle Division (MVD) is responsible for issuing driver’s permits to all first-time drivers. As part of the graduated driver licensing (GDL) program, teenagers have to first apply for a learner’s permit, furthermore, they are required to complete a driver’s education course before obtaining a driver’s license.

There are 3 stages of the GDL program:

  • Instruction permit/learner’s permit.
  • Graduated restricted driver’s license/provisional license.
  • Full, unrestricted driver’s license.

Arizona Learner’s Permit

The first step in obtaining a driver’s license is to apply for your Arizona learner’s permit. You are eligible to apply if you are at least 15 years and 6 months old.

To proceed, visit your local Arizona Motor Vehicle Division licensing office and:

Learner’s permits are valid for a period of 12 months.

With your learner’s permit you can only drive a vehicle under the supervision of a licensed driver who must be more than 21 years old and seated next to the driver seat.  In addition, you must complete an AZ driver’s education course through a professional Driver’s Ed program or your high school and/or complete 30 hours of supervised driving that should include at least 10 hours at night. If you decide to enroll in a driver’s education course, the curriculum consists of 30 hours of instruction in the classroom and 6 hours of behind-the-wheel driving instruction.

Graduated Driver License

To apply for your provisional license in Arizona, you must:

  • Be more than 16 years old but younger than 18 years old.
  • Have held your Arizona learner’s permit for more than 6 months.
  • Have completed:
    • An Arizona Motor Vehicle Division -approved driver’s education program.
      OR
    • 30 hours of supervised driving practice, which must include at least 10 hours at night.
