Drivers Permits in New Jersey

The New Jersey Motor Vehicle Commission (MVC)  is responsible for issuing driver’s permits. The MVC implemented a graduated driver license (GDL) program to help teens be more responsible drivers. You will need to complete a different application process depending on your age. The process involves The Early Bird Road, The Young Adult Road and The Adult Road, each process begins with getting a learner’s permit.

New Jersey Learner’s Permit

There are different learner’s permits depending on your age at the time you apply: Student learner’s permit for 16 year olds and Examination permit for 17 years olds.  To apply for a probationary driver’s license you must have held your examination permit for more than six months.

Student Learner’s Permit (Early Bird)

You need to be at least 16 years old to obtain a student learner’s permit, to apply visit your local Motor Vehicle Commission (MVC) Agency with the following documents:

  • Proof of enrollment in a driver’s education course
  • Present a primary ID (Certified birth certificate, Passport, Adoption or citizenship papers)
  • Proof of consent from your parents or guardian
  • Pass a vision screening and a knowledge (written) test
  • Pay the $10 student permit fee

Examination Learner’s Permit (Young Adult)

You can skip the student learner permit and apply for an examination permit if you are 17 years old. Visit your local New Jersey MVC agency with the following:

    • Proof of identity (Certified birth certificate, Passport, Adoption or citizenship papers)
    • Pass a knowledge (written) test
    • Pass a vision screening
    • Pay the $10 examination permit fee

    Your Examination Learner’s Permit will be valid for a period of two years.

    Examination Permit (Adult)

    You can apply for an examination permit if you are at least 21 years. Apart from the age requirement, all the other requirements are similar to those of a young adult driver.

    While holding your learner’s permit, you can only drive under the following restrictions:  you must be supervised by an adult who is at least 21 years old, you are not allowed to use any electronic device while driving and all passengers must wear their seat belts.

    New Jersey Provisional License

    You must be at least 17 years old to apply for a Provisional License. In addition, you must pass a road test and have finished the required supervised driving hours. You will be eligible to apply for your basic driver’s license after holding your provisional driver’s license for more than one year.
